Across the country, immigration enforcement agencies are making arrests on the roadsides and in parking lots. But how do they know who is in the car in front of them?

Join the University of Washington Center for Human Rights in unpacking the “DMV-to-DHS pipeline,” the pathways in which driver and vehicle data held by state Department of Motor Vehicles (DMVs) is accessed by federal immigration enforcement agencies.

Registration is required. Please register here.

UWCHR Director Angelina Godoy will review the four main pathways in which this data is shared, and compare the experiences of four states—Maryland, Minnesota, New York, and Washington—all of whom have passed state laws to curtail the DMV-to-DHS pipeline, and yet, all of whom, to different extents, continue to experience vehicular immigration arrests.

Since August 2025, UWCHR has confirmed 363 cases in which data held by the state’s Department of Licensing was accessed by federal agents prior to immigration arrests.
